when you create a pet in family mode or buy one from the pet store can you get a puppy, because it seems like you can only adopt puppies, not buy them.

Yes, you can make a pet in CAS (Create a Sim - I think what you are calling family mode) as part of a family and you can also make custom pets in CAS by themselves and add them to a family that is already in your hood. You need to go into CAS and press the dog or cat buttons instead of the sim ones.

A word of warning, however, creating pets as part of a family when you create the family in CAS is sometimes badly buggy. It's best to make the pet by itself in CAS and then add it to the family in the neighbourhood.

Nope you can't get a puppy without adoption or by getting to dogs to Woohoo! There is probably a cheat to do otherwise but I'm not sure. You can check the website or maybe search on google for sims 2 pets cheats.
